Using a defenseless dog as bait is not training or sport. It is deliberate cruelty against an animal that has no way to understand why it is being hurt.

Survivors of this kind of abuse often need emergency veterinary care, surgery, rehabilitation, and behavioral support. Recovery can take months or years before they feel safe around people again.

Animal cruelty laws should reflect both the suffering these dogs endure and the enormous burden carried by shelters, rescues, veterinary teams, and the families who help them heal. Weak penalties send the message that this cruelty is tolerable.

No dog should spend its life chained in fear for someone else’s entertainment. Anyone who deliberately creates that suffering should face consequences strong enough to prove that society takes animal welfare seriously.
